Matt Mejia, President

Matt is the Associate Dean of Admissions for the University of Mary Washington's Stafford Campus. He earned a Bachelor’s degree in Geography from Mary Washington and a Masters degree in Counseling and Higher Education Administration from the University of Virginia. A former Big Brother, Matt has seen the difference a little time and effort can make. He lives with his wife and two children in Stafford.

Stephen Kingsley, Past President

Stephen Kingsley

Stephen Kingsley is a Commercial Banker at PNC Bank in Fredericksburg. He has lived in Fredericksburg since 2002 and grew up in Richmond, VA. Stephen lives in the City with his wife, two daughters, and a golden retriever. Stephen is active in several community organizations, including RBBBS, the Rappahannock United Way, and the Rapphannock Rotary Club. Stephen graduated from the University of Virginia in 1992 with a B.A. in History, and he graduated from the College of William and Mary in 2002 with an M.B.A. in Finance.

Steve Flanagan, Treasurer

Steve Flanagan BFKS

Steve Flanagan is the owner of Northwest Properties, LLC and has been involved in residential construction and development, and real estate investment in Maryland, Virginia, and Washington, D.C. since 1982. Steve grew up in Washington, but chose Fredericksburg as his home in 1990 and resides in the City. Steve has been a Big Brother to his Little Brother Matthew since October 2007, and has volunteered with Senior Visitors since 2007. Steve has one child. His daughter Kelly lives and works in Virginia Beach, Virginia.

John Garnett IV, First Vice President

John Garnett IV

John Garnett IV is currently the Secretary of the Company for his father's business, Garnett Refrigeration Inc. When not working for the family business he is teaching tennis and is a Professional Tennis Registry teaching pro. John graduated from Elon University in 2005 with a B.A. in History and has lived in Spotsylvania his entire life. He enjoys volunteering with his church and other organizations.

Gary Holland, BOD

Gary Holland is the Vice President of the Cybersecurity Division at Information Management Resources, Inc. (IMRI). He has lived in Stafford for 17 years and is a lifelong resident of Northern Virginia.

Gary is married and has five children (his eldest daughter proudly serves in the US Army, is married and gave Gary a grandson the summer of 2011!). Also, Gary has served in Christian ministry for over 12 years and is an ordained and licensed minister at Life Empowerment Ministries in Fredericksburg where he serves as the chief of staff, leads the development of the youth ministry with his wife and teaches and preaches the Bible to adults and teens.

Professionally, Gary has excelled in the Information Technology sector for over 20 years as an engineer, consultant, manager and executive with internationally recognized organizations such as BMC Software, Visa International, Lumeta, Inc. and now IMRI.

Paul D. Janney, BOD

Paul is a realtor for Remax Bravo in Spotsylvania. He has been involved in real estate investment and management since 2008. Paul graduated from Virginia Tech in 2008 with a Bachelor degree in Political Science. He has been involved with the local Ducks Unlimited group since 2009 and resides in the City of Fredericksburg.

Richelle Moore, BOD

Richelle Moore

Richelle Moore came to RBBBS through her participation in our "Bigs in Schools" Program where she served as a Big Sister for three years, to a young girl at Ferry Farm Elementary School. Richelle lives in Fredericksburg with her husband and two daughters and is a partner in the law firm of Parrish, Houck and Snead, PLC. She received her undergraduate degree from James Madison University and her Doctor of Jurisprudence at the University of Tennessee College of Law. Richelle served on the Advisory Board of the Rappahannock Council Against Sexual Assault and currently serves on the Board of Directors of the Community Foundation of the Rappahannock River Region.

Andre Pineda, BOD

Andre Pineda

Andre graduated from the University of Illinois at Urbana-Champaign in 1987 with a Liberal Arts Degree in Political Science and History. Thereafter, he went on to Southern Illinois University School of Law where he received his jurist doctorate in 1990.

In 2002, Andre decided to make a career change and became a financial advisor for Legg Mason Wood Walker. In the summer of 2004, Andre resigned his position with Legg to become a stay-at-home dad to care for his daughter. Andre joined Stewart Wealth Management in 2005.In June 2007, Stewart Wealth Management became a part of Cary Street Partners LLC.

Andre, his wife, Carol, and their two children reside in downtown Fredericksburg, Virginia. Andre is active in charitable organizations including, Rappahanock Big Brothers Big Sisters, Home of Miracles and Embraces, Inc. and The Down Syndrome Association of Northern Virginia.

Allison Seymour, BOD

Allison Graves

Allison Seymour works for Coldwell Banker Carriage House as a commercial realtor and property manager. She has volunteered for the SPCA and Habitat for Humanity and, previously volunteered as a Big Sister to a young boy at Hugh Mercer Elementary, through the RBBBS Bigs in Schools program. This experience gave her the opportunity to see the results of our program first hand. Allison received her BS in Natural Resource Recreation/Forestry from Virginia Tech. She resides in Fredericksburg.

Pamela Wharton, BOD

Pamela Wharton

Pamela Wharton is employed as a Settlement officer at Bay County Settlement and has been in the real estate business in the Fredericksburg area for ten years.

Native to the Fredericksburg area, Pamela decided to join the Board after being inspired by friends and colleagues who had served in the past and finds it a great way to enrich the community she dwells in and loves. Pamela also serves on the Fredericksburg Area Association of Realtors Public and Community Relations Board as well as being the Chair of the FAAR Community Outreach Committee.

Pamela and her son, Cole, reside in Spotsylvania County.
